Usually Dec / Jan. If still haven't do, probably ur manager got no intention of doing it. First year in service always C.

How come 1st year will only get C? Are there any exceptions to this or its a fixed thing.

Not entirely. I am from other stat board and my pro rated first year was B, though I expected B cause thats the norm ma..

Scholar? Unusual for your RO in LTA to fight for u if u are typical fresh hire. Exception to the norms are reserved ONLY for scholars and people with special backings.
