Desperation now mah. If not how? Everytime keep calling consultants for tender? Spend so much $$, might as well hire them internally and reduce overall cost.

After seletar line is built, where will all the project engineers go to? Since many LTA engineers stay for 20-30 years.

There's a policy to cap the perm headcount.
That's why the need to tender and pay contractors to do the job and move on.

I thought no secret. There's a reason why many new hires are now on contracts. When the project ends, so does your contract.

LTA most engineers are contract staff. Even though I heard that several of 3-4 years engineers are recently offered perm role, but it is all hush hush

They are told not to disclose their perm status.
Heard that previous disclosures led to unhappiness and discontent.
If your colleagues don't need to know, then don't tell.

The trick to converting to perm is to constantly emphasize that you are in LTA for the long haul. Many engineers in LTA have short term thinking, and think they can jump to contractor once LTA contract runs out, but if MRT lines stop building, what are these contractors going to be building?
