The way I see it, there should be career progression for people other than the only way up is to be a Team Lead. Like a senior XX specialist. Otherwise, lack of motivation. The promotion is more for pay (bc annual increment sucks) rather than glory.

This is likely fake news, a Director is a Division Head level, can never report to another Director, it doesnt work this way.
In Banking, a SVP dont report to a VP, unless very rare occasions. But in this context, i dont think it is true.
Do share the Dept and division for verification pls

Nope, its true. I'm not the original poster but i have seen case of DD reporting to AD and D reporting to DD. in these cases, the lower rank person is at a higher appointment which means it's just temporary cause they are in line for promotion.
Directors are Div Head level but there are some who sort of got "demoted". They keep the Director title but not the div head appointment.

Yes, that’s correct. For highfliers, they may be promoted to the role before their rank can catch up, as the promotion is just too fast for them.
In addition to that, during old time you don’t need to be a div head in order to be promoted to Director level.

in MAS, their job title usually starts from AD, DD, D and so on. So, in reality, their Director doesn't necessarily mean a Div head. they have such titles is just for ease when talking to banks and the public. For other agencies/min start from AM, M, SM, AD, DD, D - the D then is a Div head.
