Don't think it is those relationship. Maybe the boss don't know the staff is acting. Staff usually behave very well when boss is around. When boss is not around, staff can spend long hours gossip or tea break

You shouldn't have accept to join as AD since you have so many years experience. HR bluff you. Hope that you can promote soon to DD. Else go for better opportunities

Agree. Boss doesn't know what is doing behind her back since is a good actress.

Some boss don't want to say cause they scared something might go wrong once the promotion approval goes through the levels of bureaucracy , so they don't want to give you hope unnecessarily just incase.
The bigger problem is alot of people are expecting promotion to be given on a platter nowdays. What happen to the days of actually getting promoted cause you really delivered output and hence are getting rewarded. Nowdays is I join this year, can get promoted next year or not? Don't understand.the mindset.

it could happen that newbies promote very fast. one such example is . but not sure whether is promoted because of her capability or some close relationship
