I assume most AD2 with normal progression would have been promoted way before their pay gets close to 11k.
Am considering if I need to start looking out instead of waiting till next Apr

As others pointed out it really depends on many factors: -
1/ Your current environment - how long you been AD2, whether your boss is neutral to you or purposely keeping you down. If you can’t get along with boss or teammates, better to leave.
2/ Your transferable skillsets - age is not really the crucial issue here as mid 30s is still competitive. The question is look at what are some of the professional qualifications or demonstrable experiences the roles you’re considering may require. Take the time while collecting MAS stable pay to sit for those professional exams & make yourself more marketable. This makes you more competitive rather than just banking on your MAS portfolio. Next year April then decide not too late.
3/ Your financial commitments - whether got enough savings not
4/ Your own aspirations - I see people going out as AD & after some years of experience now Head Risk or higher in respectable FIs. Yes titles may be inflated but it shows the same person & same skills can command significantly higher pay outside. **IF** at 36-37 you can command 50% more outside & you can shine more, why not?
Bottomline - ask yourself will you be itchy if you don’t go out explore or are you content stay in the same place until retirement. If you think you will be itchy, next question is do you have enough savings if you can’t survive the first job in private sector? No need to resign until you find something you really like. All the best!

I have never seen anyone parachuted from MAS as Head of Risk in any respectable FI. Even not so respectable ones.

The key words you may have overlooked were “after some years of experience now”. This means go out as an experienced AD, get the compliance ops experience that may be lacking as a regulator, if perform well then move to higher role in same or different company. There are ex- MAS staff all over the industry, look hard enough on LinkedIn profiles can see for yourself whether there are such cases or not.

Think the previously shared range is still more or less there except maybe you add 1k to 2k to the upper limit?
Honestly, if you are rank and file, you should not feel wedded to your job and MAS. If there are really better opportunities, you will be a fool not to take it. MAS pays too little for the complicated things they ask their rank and file to solve and propose solutions for .
============
Salary package wise, just an estimate. For Bonus, expect only 1 bonus a year (Performance Bonus that is ranging from 1.5 to 2.5 most of the time).
Associate - Basic 4k to 6k (For TO aka graduate officers, they draw about 5k starting)
AD 1 - Basic 5k to 7.5k
AD 2 - Basic 6k to 11k
DD 1 - Basic 9k to 13k
DD 2 - Basic 10k to 15k
DD 3 - Basic 12k to 16k
DD 4 - Basic 14k to 20k
Director 1 - Basic 16k to 22k

Depending whether you mean after joining as TO or from outside. AD2 is about 5 years experience so I estimate 25-29.
