Some are unfairly treated by certain individuals who have aimed at diminishing their contributions and undermining their standing within the dept/division to show that they are better than them. Strong/loud oppressing or taking advantage of the weak.

Yearly increment is usually few hundred dollars, do your own calculation. But really, why would a AD want to stay on till their 40-50s if they are still not pushed up to DD1 minimally? Go out into industry to sharpen skills for the same or higher pay. This is considering there are newly joined ADs in their 30s who are promoted to DD1 within a few years of joining, ahead of other ADs waiting patiently for years.
Not all ADs who are not promoted are JLB. Some are very good officers just that not their time yet , their RO didn’t push them enough or someone else took up the quota for that promotion year.

Want to chiong must do it no later than late thirties. At 40s - 50s, every month pay correct is good enough especially is 5-fig monthly which is relatively comfortable. Spend more time with family.

To be even more specific. If want to get promoted anywhere the time to chiong is start no later than early thirties. Late thirties career path mostly set le. Not that there can’t be exceptions.

36yo drawing $10,900 as AD2. Is this an example of being condemned if pay hits 11k with no promotion to DD1 next year?
I assume most AD2 with normal progression would have been promoted way before their pay gets close to 11k.
Am considering if I need to start looking out instead of waiting till next Apr

At this age and drawing this figure is considered successful already especially if you are a non scholar. Not easy to pivot out. Just stay and concentrate being a good contributor.

But if I'm condemned and stucked at AD2 that means I'll still be drawing 11k at 62yo.... I'd rather take my chances outside in this case

Salary scale will definitely be adjusted as always being the case to ensure they are able to attract and retain the right people. So this isn't an issue. Whether you are in a position to take chances depend on your financial situation and commitments. You have to weight it cautiously apart from assessing your skills set vs the strict competition you are expected to face from younger experienced candidates.

What goes around comes around… it’s only a matter of time before karma catches up with those who choose to harm others. While it may be difficult to witness injustice now, rest assured that their actions will eventually return to them.
