i give an example where DSTA and DSO work together.
the user, suppose the Army, has a requirement for some hypothetical device which is not sold on the open market, needs development and need to be hush hush about it.

Army raises a request for the funding which needs to be approved by the ministry.
Thereafter, DSTA manages the project in terms of schedule, performance and cost.
DSO is selected as the contractor to design and manufacture this hush hush device.
