not sure about the ratio, i guess it varies from different dept.
my dept of about 25 people has 4 that were undergraduate scholars when they joined. another 3 took masters although they were not undergraduate scholars.
the rest never took any scholarship.
as for career cap, not really. if you are good, you could be going for masters as a scholar too. or even if you did not go, can still be promoted if you are capable.
this is an opinion from a non-scholar.
