Asking the kind people here, let’s say I have 1 YOE in relevant field and want to join TGP, will my staring be the same as fresh grad? Or is it better to grind another year and join as someone with at least 2YOE?

yes your starting salary will be the same as fresh grad as long as you join under TGP.
if you want a higher salary, you’ll have to join as a senior engineer which would require at least 2YOE in relevant field and pass a series of technical assessment
