Seems like it's offered as a one year contract. Any advice on how to negotiate? I actually like the job and the people so far, and I see potential if they would at least give me a decent offer.

Let's be realistic here. Many private sector employees are also unaware - most public service agencies don't even offer 90k annual compensation to their own employees who are at 3 YOE.
So my next question is, why do you not want to stay in your private sector where the compensation is better?
First guess is you want to have more work-life balance? Or second guess, you want the stability? Well then, if you want those, you'll have to sacrifice some of your annual compensation.
Make a choice. You can't have the best of both worlds.
