I just receive the offer from HTX. I don’t have any mobile allowance but I read here someone say here there is. Is it only for selective people?

I'm joining as XT8 according to HR, haven't gotten the confirmed package yet, any idea what is a good range I should ask for, for 10 yoe with PhD? Not sure about the range, info not really available.
