Snapshot of working for LCH:
LCH asks for something.
Show LCH a proposal. LCH doesn't seem to understand, or disagree but never say why. Ask for an outline instead.
Show LCH the outline. LCH doesn't comment on the contents but ask for more details.
Show LCH a full proposal again. This time LCH goes back to the whiteboard to draw some diagrams, asks to see an outline based on his guidance.
Show LCH the outline, again. Ask for more details again.
Show LCH a full proposal, again, goes back to the drawing board, again.
...
After a few rounds, staff gets confused, Directors want to give up too. But if the work is linked to the Div KPI, then, everyone still has to continue this game of ping pong.

He's promoted to DCE liao, although we never know on what merits...
Prefers to wine and dine than do practical work. Went to enjoy himself at F1 last year while staff under him had to OT on fri night.

This fellow is really ****, can't even understand simple charts yet still want to ask for more granular data. Even ITE grads are more employable than him.

After having gone through the excruciating process with this guy a few times, I think the ping pong is due to 4 things.
1. He doesn't understand
2. He doesn't know what he wants... proven when we delivered an outline to him that was 90% what he said during whiteboarding and in the order he said it, and he still amended majority of the outline changing structure and content
3. He is not able to communicate effectively what he wants, and people start guessing all over the place
4. By the time you're getting closer to what he wants, there are developments and the outline needs to be updated, leading you back to square 1 with him
Some people call it iterating. Iterating my ass. It's a ******** excuse for not thinking through properly the first time, and wasting everyone's time going up and down and up and down on the same material.

I'm speaking from the perspective of someone who tried to hire. It was impossible to be selective because people dun wan to come. Those who did proper research should have come across this thread or spoken to someone who worked st IMDA, then ran far far away oredi. Can't imagine why someone with legit tech or media credentials would want to waste their time serving the generalists.
With extremely good luck, someone good might apply and get hired. Then, after seeing what it's like from the inside, they will probably just keep their head down and quietly look for exit plans.

A lot of people seem to dislike LCH here. Is it really so bad that it impacts your day to day? I thought at a stat board people don't get to interact with the CE so much. Is there a way to just do your work and avoid working directly with him?

Only 3 kinds of people are left in this wretched organisation.
1. Newcomers who never do their due diligence before signing the contract and end up regretting.
2. Those who want to quit but are either too cui to be employed elsewhere or too lazy to apply for jobs.
3. The bootlickers aka LCH's dogs.

Yes it can impact your day to day because as long as you're working on an item that needs to go up to him, he can make you redo and redo until he's satisfied no matter how long it takes.... months, years. And that's no easy feat when he can't communicate clearly what he wants, and sometimes doesn't even seem to know what he himself wants.
