Both. You can imagine if the top management is toxic, every department will be somehow affected. That's the culture. AFAIK, people are looking to leave if there opportunities.

For thought leadership is it? Actually, the key element of thought leadership that attracts journalists/media is authenticity and being invested in his/her community. You can hint to your big boss Jo Tan that LCH should fix his personality first.

All the good ones have quit after LCH was parachuted in, those who are there now are laggards. Same situation in all the other teams, that's why collectively IMDA has experienced a dramatic fall from grace. This is a fact, cannot be POFMA-ed.
