Place have issues. Directors and middle management within the division pushes the work down, have no voice in sounding off useless prjs, and have questionable work ethics,,, Everyone wants to claim work credit but no one want to do the work and take any responsibility,,, Opportunity never given to those who are good, but to those in favor,,,
Can forsee that the turnover rate for the division is reaching all time high,,,

Fully agree. It’s the lesser of two evils.
Lazy or steal credit, there’s no active harm because it simply means less chance of promoted. Throw under bus, there is active intention to harm your career. You cannot imagine the toxicity some managers are capable of until you actually experience it. I am sad to see existence of such people with responsibilities over others in public service. Seriously.
