Usually secondment is 2 + 1 years, so they will return to parent agency after 3 years.
Of course, ppl tend to job hop after their stint if they're not too keen to return to parent agency. And job hopping in tech sector usually yields 20 to 30% pay raise.

Sounds like career suicide if the fella decides to go for posting and return back. Unless they have bosses actively pushing for their visibility, otherwise it'll be hard to stand out when you're not even in HQ.

Outside of HQ is like "bo zheng hu" one OTOT carry on..not under any satelite so much freedom

It is very common for civil service to be seconded. PSD is pushing such initiative eg. Structured job rotation etc. Those who commented are probably not even in gov. My colleague was promoted during secondment.

i think for the ihis guy case above is csdp completed and hes no longer part of csa but not full time in ihis

The person recommending promotion is his RO at parent agency or RO at secondment agency? That is an impt piece of info...
