if you are on service, check out IM2.

if you are not, basically you have two routes to choose from when switch from one agency to another:

1. quite and join as fresh - same as industry practice where you negotiate everything from scratch.

2. transfer - you retain your years of services and other benefit (such as 28 days of annual leave after serving for more than 10 years), but salary will be capped at the lower of your current pay and the new offer from the receiving agency, or in other words don't expect any increment.
