well fair point regarding HR side. Ill agree even NSFs can take on HR roles in most places. however,i still disagree with your 'most' DXO are useless premise. Ops depends on the service level. if you are talking about army training like indent vehicle, book training area... any NSFs can do it. If talking about airforce ops, theres no way a
NSF can do it on his own or 'take over'. well, we both have our own experiences.. perhaps yours is sadly negative.
