For a ministry, the DD cap is about $11K. I am not sure about stat boards DD, some of them are very old. However, I believe they are not paid as well as ministry's staff because staff eg directors from ministries, when seconded to stat boards, become Assistant Chief executives instead of directors/senior directors.
AD pay is about $4-$6K, but in good times, maybe slightly more.

you are basing it solely on ministries.
ministries suffer from title inflation where pretty junior staff can have high designations (but low salary)
in stat boards, eg
DSTA,
EDB and educational institutes (polytechnics,
ite, universities) the titles are not inflated. These people are rarely hired fresh from a 1st degree. hence the salaries are higher for the same post.
aka a Asst Dir in one of the mentioned stat boards would likely earn more than a Asst Dir in a ministry.
