you have to distinguish between "civil servants" and "public servants"
if "public servants" in stat boards aren't paid competitive salaries, then who is going to drive all the cornerstones of society!

MOE schools and Polies don't pay competitive salaries, who are we gonna get to educate our kids? people who aren't as smart? that would be terrible!
and the military as considered public service as well. I would rather have a "corruption free" military than one where the disgruntled and poorly paid soldiers sell secrets!
