7119 is the ceiling of mx11. When you are at the ceiling, it means that you are not eligible for 'merit increment' because you have maxed out the salary range of current grade.
The move from mx11 to mx11a will give you a 250 'promo increment' for moving to a new grade. Therefore 250 divided by 7119 is 3.5%.

Is the promotion from 11 to 11A dependent on salary ceiling? I will be hitting the mx11 ceiling next april - $23 to go. I am worried that i wont get my merit increment if i did not promote to 11A.
