I've not heard of any standardized rule but there should be at least 6 months of observable performance before an officer is explicitly ranked. Ranking exercise typically begins in Sep. Some agencies do it slightly earlier, some slightly later.
Even if you are explicitly ranked, it's also quite likely that you would get a C unless you are quite a stellar performer.
The PB given for C grade depends on your agency and the Band which you are in. Eg. C in mx12 will give you less pb than C in mx11.
