Not true, if your ministry sends you for upgrade to degree, means definitely they want you to be promoted, they wont send you get a degree for nothing. Unless you ownself go and get a degree but your boss thinks that before and after degree you are still as unproductive.
This scheme is actually for Poly and
ITE grads or mid-career switches, not for private uni grads. A poly grad can now move up the ranks, of course, there will be a point whereby a poly grad will still need to upgrade to degree to move further. Most likely poly grads will start on a lower rank than degree grads, but poly grads can still catch up and wont be stuck forever. This is like the ME(Military expert) scheme in
SAF.
However, fresh private uni grads will still not see any change. In fact, it will be harder for them because now civil sector recognises local diploma holders over private uni grads. But they can still work in private sector and then come back when they have experience.
