Also you need to take note that the CEP is a measure of potential and a long term career plan and there is no guarantee that you will reach this ceiling. How so? Promotion is quota-based, that is quota of the number of positions available for a certain grade within your ministry/dept. Suppose there is no quota, you won't be able to rise, regardless of your CEP.
Based on my past observation, the quota only seems to apply to superscale grade. Unless you're very ambitious, most of my peers (we're not on MX scale) are already at or near MX10 range e.g. don't seem to have quota within Div 1 level.
