That still doesn't solve the problem. Because:

1. Companies do not want to invest in training and developing locals. And i am not referring to mere certifications/qualifications.

2. MNCs would rather place people from their Headquarters in Management team here. Usually this is politically motivated. And these are the roles and positions that locals really aspire.

I have seen in my company how they would rather not develop locals for senior Mgmt roles. They would second people from everywhere else in Europe for 2 years. After the 2 years, they leave for some Country Manager or Country GM roles in Europe and a new fresh batch of 20 year olds are flown in to replace the outgoing Managers.

The locals? They stay stuck as senior executives forever and the reason is the locals don't have the skillset to move up although no training or development were in place at all. Of course they say there is but in reality those are just for HR records. Its really a load of ******** lol. Needless to say, the turnover is high for the locals and then we are slapped as 'quitters' and its therefore 'difficult' to find locals.
