Looking at most of the 40s being retrench and out of work even though they are well qualified because of office politic struggle. I am looking into civil service. What are the chances for a 14k role?

If you're truely of high calibre and is able to lead/contribute to the nation, you can try the MA/AO route:
The Singapore Administrative Service
The other alternative is the political route.
Having said so, those candidates who can meet those requirements are already corporate high fliers and bosses i.e. not those retrenched and in need of a well-paying job.
