Couple of things to note:

1. There are many scholars (and JLCs) around so progression is very competitive.
2. Scholars can move out into private practice (disputes), but most of them will have to break bond, as 6 years in the public sector pushing it in terms of relevant exp. If you don't want to break bond, have to move ASAP after 6 years.
