i answer as requested

was told they r surfacing submission to clear with their HR director and onward to PS
to formalise the indicative offer
only for retraction initiated by the hiring department after approval was sought
and no candidate was hired in the recent recruitment drive

and best part, the same opening was published for hiring just a few days ago
