There is a huge jam in terms of career progression at all levels.

JC teachers cascade down to sec school, sec sch teachers cascade down to pri sch, some pri sch teachers cascade down to moe kindergarten.

Schools are closing. The excess KPs and SEOs got to go somewhere.

Why do you think MOE is expanding its presence in kindergarten education system?

A lot of schools are already saturated with KPs, so much that they have to expand the HOD room. Sometimes can see entire departments with more HODs than normal teachers. HOD of subject, HOD in non-acad areas, like ICT, CCE, and various YHs and LHs. Haven't include the SHs and AYHs. Super top heavy.

The situation is quite bad, that sometimes the openings simply isn't there, and high CEP people have to find opportunities elsewhere. Sometimes existing KPs are 'forced' to make way for new and upcoming staff. People got bills to pay and family to feed.

Education level is highly correlated with CEP. JC teachers a lot have FCH and masters. CEP is naturally higher than sec school, where average qualifications are slightly lower, where 3rd class and pass degree grads can be found. It's even lower for pri sch, where there are still a sizeable number of diped non-grads, whose CEPs are the lowest and end up being the sacrificial lamb with regards to career advancement.

The way appraisal is done will never change. The powers that be have benefitted immensely from this subjective unfair appraisal system. Why should they sabotage themselves by changing it to be fairer and more transparent?

There is no such thing as meritocracy in public service.

Which director-general, saf general, perm sec has a non-scholar background?

I will only believe in meritocracy the day non-scholars and rise up to become the heads of their respective ministries.
