not surprised. but they actively want to promote cross deployment so thus may be a carrot. not sure if primary school teachers receive them but the blasting of ces emails have been incessant. there are reasons for this including incorporating more variation on padegody in primary level.
i sense a lot of unhappiness coming from primary teachers.
not sure how to feel abt it ; this leadership vs substantive grade is indeed very diff and is followed most faithfully in JCs where hardly any KPs in some are on Geo scale. then again it did hard to even master content to teach jc so to manage that and take on additional is something.
