The rationale behind why in Big 4, it is easier to promote is due to the high attrition rate and lack of seniors which really forces people to move up the ladder. But ultimately, I feel that in order to progress or promote depends if the team or SM likes you lor.
For A1 to A2, it shouldn't be an issue if you have a good learning attitude. I guess the hurdle is from A2 to S1 as they want to see if you're able to handle the role as a senior?
For a A1 to not progress, it is quite rare... If it happens then either switch Big4 or go commercial if you find yourself not adapting to the culture
