Unlikely for GovTech. Most staff are deployed to agencies to do vendor management with
NCS/ST etc. And that's where most of govtech's revenue comes from also (from fees). So they are the bulk of the company, and the profit centre, and will therefore set the culture. So called "elite" teams are there for marketing only.
