Just a correction, fresh grad direct hires can get hired on perm headcount too, have seen quite a few

but you'll be under contract, renewable annually/biannually. not on the perm establishment which you have to fight for during performance evaluation. only tappers emplaced on perm estab
tappers also start on a higher pay grade (and on the higher end of that pay grade)
i heard from my junior that last year (2021) only 18 got into tap and it's getting more competitive compared to 2018 days, when i got in. almost everyone is a first class if not valedictorian. for the rarer second uppers, they have a portfolio that stands them out of the crowd.
tap is a exclusive leadership trainee program. its a way for govtech to select potential future tech leaders, not a way for govtech to "mass hire"
