If I had to give a shot in the dark, as an average performer (or if you are considered one), I'd hazard a guess that you would likely be up for promotion every 2-4 years per grade. It'd probably get longer/harder once you progress beyond an "individual contributor" role. Individual contributors in public healthcare institutions are generally in Job Grades 11-14. Beyond that, you're in middle management.

Assuming 2-3 years per job grade (as far as I am aware, job titles are inflated in NUHS):
JG11 Executive I
JG12 Executive II/Senior Executive
JG13 Senior Executive/Assistant Manager
JG14 Assistant Manager/Senior Assistant Manager
JG15 Manager

Would take you between 8-12 years to become a manager leading a team.
