Yes... To avoid this, you have only two way which is to seek out a BD during those periods and get a BD charge code or do training but charging to training is pain in the arse also cos not all training can be charged to training. Else, you're required to take PTO because you can't charge hours to the project WBS as the project is not 'working' during that period which means you can only charge to unassigned which HR will come f u up.
