The problem is that they treat every 'number' as equal in value to the service, which is really not true. We want transformation, fresh ideas, new perspectives, yet we hinder the progression of the fresh blood who still have a long runway and have sufficient buffer to make a career switch. Like the earlier poster said - the best ones will have no shortage of opportunities outside.

For how long can we depend on their passion and inner fire to retain them in the service? Do we want the next generation of senior management to be mediocre yes-men with little outstanding talent? If the HR policies continue like that, maybe that is an inevitable future.
