There are some who drop out; but because they do not get the placement they want. Each department has various roles, and your rotations are meant to help you decide where you want to be, and for bosses to decide if they want you.
It can turn out that nothing works out; and you get assigned to somewhere where there is a vacancy but not your desired choice.
But to your question, not seen anyone not complete the programme due to inadequate performance. If you can get in, you are probably worth your salt
