Culture depends on the project. If you are on contract you dont have a choice-contract roles are usually tied to the project.
If u are a fulltimer, you may be able to avoid being staffed on bad projects.but that depends on many factors, first of all do you happen to be skilled in something that a better project needs. If you are someone without any skillset in any tech tools then you are just a general purpose staff, meaning you dont get to choose your projects.
