Sometimes the toughness or chiongness depends on whether there is a large issue at hand, especially if you are in policy departments.
But in general,
MAS, like other govt agencies, have a habit of increasing the amount of things to do (often unnecessary) but not increasing the amount of people to do it. This is one of the main factors leading to the lack of work life balance for some teams.
