Want to find out if I jump from stat board to ministry or another stat board not by movement policy but by resignation then joining them, will my grade and salary still be at a similar range?

My job grade and salary stay very constant in current stat board which is depressing. With my number of years in the Pte industry and stat board, I should be able to get more salary. are the salary and job grade negotiable?
