I think the previous post was more referring to middle/senior managers who chut pattern to boost their own KPIs until they forget their basics of being a people manager. But since there's no 360 appraisal, bad "people managers" have an incentive to continue pushing for their KPIs at the expense of their people.

If the system rewards them better for doing well in their core job as a leader and manager who values their people, maybe they will be less inclined to play badminton at the expensive of teacher welfare/well-being.
