It is not true, it depends on how good you score your interview (which depends a lot on your hard and soft skill).

Hiring manager here in a MNC, I hired a entry engineer with 2 years remote experience in another industry, basically offering her 30% above her last pay and 10% above her other offers. She is now 1+ year with us and perform above average, work smart and require minimum guidance.

Your pay is not decided by the company / HR budget, but how much you can help the company to increase its revenue.
