In general the salaries are getting better and better in public sector

Last time ho starting pay is 1.8k, now is 4k

Same thing for con. The 2015 pay revision really improved the pay of public sector.
After tax, our healthcare pay ranks one of the best in the world - better than uk.

Generally speaking , one or two minor publication will not affect ur advancement.
Singapore public sector generally is service oriented - meaning how well you manage patients, Volume of patients you see, workflow improvement, cost savings. So that it the core competency. Research is a by the way thing.

That said having more publications in your spare time, 50-100 with good citations, and u will be offered academic positions.
