civil service generally do not pay for masters unless the masters is relevant and required by the job. they might measure it as a year of experience, or may totally disregard it in their offers.
they should benchmark you on the 2nd upper level, then top up experience as they deem fit. if you are quite fresh (exp < 3 years) they might quote you entry level salary. sadly, a uni scholarship maybe help you in signalling competency and giving you an edge above other applicants - but they won't place you on their scholarship's ROA, for sure.
however
SCDF should pay a premium because of the uniform group status, and should also have with a risk-premium due to the nature of the job. I guess there should be at least 4.5k?
