base on my personal experience.. promotion technically had nothing to do with scholar or not, it is performance based.
But being a scholars, you will be under the spotlight of management and given much more opportunities to shine.
i am a non scholar, non local u but with
ns. currently 34. due to unforesee circumstance, i was given some chance to work on a national project. Am currently a mx10. Not fantastic but i think it is consider quite good for a farmer.
