Depends on your stat board.
Some will promote you to open your salary cap. Others may keep you stuck at the cap for a few years, which I suspect may be a deliberate strategic move to save cost.
I have seen both happen. But when they got people trapped at the cap, it could be for many years (I.e. 3 years or more without a single pay increment regardless of grade due to the cap).
