How does promotion works? Do I have to work 3 years or would I be handled properly to get to the next bracket?
Depends on your stat board.

Some will promote you to open your salary cap. Others may keep you stuck at the cap for a few years, which I suspect may be a deliberate strategic move to save cost.

I have seen both happen. But when they got people trapped at the cap, it could be for many years (I.e. 3 years or more without a single pay increment regardless of grade due to the cap).
