40k different is too much to say that ST is paying the average. It is more like paying below the 'below average' rate... i.e. to say, short change. lol
People would expect them to pay fairly, the 'average' market rate, or whatever you call it. Since they are working closely with
DSTA,
CAAS,
DSO, ASTAR, just to name a few.
