From my experience and understanding, CEP is based on your education. Was in services for 3 years, default c 1st year, B 2nd year and A 3rd year but not promoted compared to a 1st class colleague who got promoted 1.5 years into service. Have since left the org and now in pte sector. Never been more happier.
