Disagree. How hard it is to attain FCH is based on your particular major/specialisation, not your school.
A meritocratic institution like the public service strives to choose the best candidates based on his/her abilities. These pool of candidates tend to come from the 'best' universities -- largely meaning
NUS/
NTU/
SMU. (After all, education continues to be the best way of showcasing one's abilities, especially for those w/o prior experience.) Of course, there can be exceptions and hence admission into service is not based solely on academic results or one's university. Otherwise, no need for interviews and entrant tests.
