Slight amendment. CEP is adjustable (not always adjusted) at each year's SAR exercise.

Divisional director will propose at the executive committee meeting (of course with all the paperwork done before that), and PS(es) will endorse.

Absolutely possible for older officers to up their CEP, if PS is agreeable.

Having said that, many proposed upgrades are not supported. Because not to forget, the world doesn't only revolve around PS and your div dir. There are also many other div dir who are pushing for their own officers. DSes sit in too. Most importantly, a limited quota of sorts. I mean, if everyone has a high CEP, it is going to result in an HR issue down the road, without elaborating on the intertwining process here.

When you are past 40 year old, CEP is fixed liao. Your previous ROs are probably senior people now. It can't be that these senior people were wrong in the past right? (of course they can be wrong but u know what i mean...)
