You may be right about the job scope though since in general, we in Ministry are the one who work on the strategic routemap while SB are the one who execute it.

I am an AM doing education related work in a ministry (not
moe) I draw middle 4k gross wo bonus. I was wondering why my Gross is so low, now I know an AD draws under 7k then I feels reasonable (2 ranks to climb, 5 years) , but still... It baffles me why ministry pay so low nowadays for strategic prowess.
I console myself that it depends on industry. My 2 friends in SB, males w
NS, honours, manager taking mid 4k too. We are all pursuing our interest and banking on our experience, doing education related work.
